Is this a BP lightcone? If not then I guess this is a f2p lightcone for Saber. Mydei and Jingliu could use this as well but they would overcap on crit rate fast. I wonder if Phainon could use this as well too considering how all his moves in his ultimate state count as skill damage iirc.

Imo it’s basically a BIS f2p for every Destruction character in the game rn.
Only exceptions are
Dan IL
Blade
Firefly.
Cause every single other Destruction character’s main dmg comes from skill or ult.
Clara and Yunli are iffy, but it’s still good on them to a degree. Best 4* Destruction lc. Better than some 5*s
Yunli’s ult counters count as both ult and FuA, so also good for her.
